That rule does seem a bit odd.  If you can't vote for yourself, it would be in your best interest to not vote at all but then you won't be able to see the current votes.

The board probably gives the author of the poll an option to view results without voting and Dr. Neo just didn't tick it.  Try http://www.neoflash.com/forum/index.php/topic,3982.0/viewResults.html (I can't tell if it works since I have already voted).
