Neomax is a mk3 plus a 512 Mb flashcart. It's going to be succeeded soon by mk4 and the neo 2 flashcart. As the mk3 is still buggy (and not all the newer roms are compatible), I would recommend waiting for mk4 SD and/or the neo2 cart to be released (assuming you are set on buying a neoflash products). They will be faster and likely have higher compatibility levels.

If you have an older firmware on your ds, you just plug your magic key into the ds slot, and insert your flashcart into the gba slot, and it runs directly.
If you want to run gba roms, you can buy just a gba flashcart. Each cart generally has it's own flashing program. You flash roms to the cart and run them on your ds directly (using a program called a 'loader', which allows you to select which rom you want to play).
