First you need to learn to code in C or C++. Then just download a just down load Devkit Pro. There are alot of tutorial sites that help with setup and getting started depending on what OS you use.

The tutorials linked here will help if you are interested in homebrew.  Like angelfly said, you need to minimally know C.  There are plenty of books you can get at the library or bookstore that can teach you in about 2 weeks to a month.  Also, there is a pretty good development kit for writing AGB games called HAM that is rather easy to use.  I've used it before, and I recommend it for getting started.

Heh I used HAM as well. For DS there is a similar library called PAlib that is just as easy to use. http://www.palib.tk/

No, you don't need wifi to develop homebrew for ds. However you can use wifi to transfer it to the ds. You can also use a flashcart or whatever you use to run roms (MK3, SC, M3, etc). You can also just use an emulator if you want ( I recommend Dualis http://dualis.1emulation.com/).

wifi is actually probably the most hasslesome option, since to set it up you need a specific type of wifi card on your PC, as well as special hacked drivers.  A flash cart would allow you to show your work away from the PC as well.

Basically like angelfly said, wifi is just one of the ways to get your code onto the NDS, its not the only way.

heh, devkitPro and make take care of that for you, once you have the C files made up.
