IMO its actually an encouragement to other developers.
it means that if theres doesnt win its because someone else has more experience, and if they win it gives them that much more pleasure to know they beat such a great game with theres.

i've been entering the neo comp for 3 times or so i'm very proud of be beaten by a game as good as the one from helius... so i think it should enter the contest also as a coder i can recognize good work and if i finally get without any price it is good if it is for a good game not like in other compos wich was a cow tips... or something like that and get the same prize as me .

This compo i can't do anything good because i was on hollydais but in the next i'll improve
