Neoflash Splash Screen Implimentation?

I was wondering. How strict is the neoflash splash screen rule.
I have this set of questions, please reply if you know  an answer to even one of them.

1. Does it strictly need to be in the start of the program? Couldnt I just add it in the middle? or just a watermark?
2. Can it be skippable?
3. Could I add effects instead of just mere transtitions?

Dr Neo said that animated is a good idea in another thread, but you won't know the winner until March 10th, and you'll have to decide then.

Other years some programs have offered an option to disable the splash, but of course it was on by default.

Other years Dr Neo has allowed the splash to appear other places, but having it come on first is the way to go, in my opinion.

In my game program, the Neoflash logo comes up with the Eponasoft logo at the very beginning, while EFS is booting up.
