Megabits. Most carts for older consoles are all measured in megabits because marketing felt that larger numbers would convince people to pay more for carts.

"No! That's not 16 MBytes - it's 128 Mbits!! 128 is MUCH larger than 16!"  ~sm-82.gif~.gif

Probably another reason is the Rule of Cool - MEGA sounds much cooler than KILO, so a 1 megabit cart would sound cooler (and therefore sell better) than a 128 kilobyte cart.
